De tsunami die een groot deel van Zuid-Azië heeft getroffen zal niemand ontgaan zijn. Voor de westkust van Sumatra deed zich op 25 kilometer diepte een aardverschuiving voor welke een zogenaamde tsunami ('havengolf') veroorzaakte die zich over grote afstanden voortzette en zelfs in Somalië en Kenia aan de Afrikaanse oostkust nog slachtoffers maakte. De aardbeving met een kracht van 8,9 op de schaal van Richter was de zwaarste in de afgelopen 40 jaar. Het hardst getroffen zijn Sri Lanka, India (inclusief de nabij Sumatra gelegen Andaman- en Nicobar-eilanden), Indonesië en Thailand. Over de situatie in Myanmar (het voormalige Birma) is nog maar weinig bekend gezien het gesloten karakter van het regime daar. Ook in Maleisië en op de Malediven en Seychellen vielen slachtoffers. In de zwaarst getroffen gebieden maakte een korte reeks golven tot tien meter hoog of meer, die zich deels enkele kilometers landinwaarts voortplantten om zich even snel weer terug te trekken, in een mum van tijd duizenden slachtoffers. Het dodental wordt op dit moment geschat op meer dan 23.000 en het einde is nog lang niet in zicht; daarnaast is een veelvoud hiervan ontheemd geraakt of van de middelen van bestaan beroofd. Inmiddels hebben zich, behalve naschokken, ook nieuwe aardschokken voorgedaan in de regio en gevreesd wordt voor verdere tsunami's.
De Samenwerkende Hulporganisaties (SHO  http://www.giro555.nl/ ) hebben per gisterenavond het Nederlandse gironummer 555 geopend voor noodhulp aan de slachtoffers van de vloedgolven in Azië. Zoals zij op hun site stellen: "De omvang van de ramp en de vele duizenden slachtoffers vereisen snel hulp vanuit de internationale gemeenschap; de SHO hopen dat het Nederlandse publiek de hulporganisaties in staat stelt om direct en op uitgebreide schaal te starten met de hulpverlening." De SHO bestaat uit Artsen zonder grenzen, Kerkinactie, Mensen in Nood/Cordaid, Nederlandse Rode Kruis, Novib, Stichting Vluchteling, Tear Fund, Terre des Hommes, en Unicef Nederland.
Behalve de hier genoemde organisaties zijn er beslist organisaties die meer op "grass-roots"-niveau opereren. Het probleem lijkt op dit moment te zijn dat althans de kleinere en onafhankelijke Nederlandse hulporganisaties om begrijpelijke reden niet in staat zijn om bij een ramp van deze omvang direct te reageren, terwijl daar wel dringend behoefte aan is. Dus laten we ergens beginnen. Als mensen hier goede tips hebben over andere organisaties laat ze die dan hier alsjeblieft als aanvulling plaatsen en laten we elkaar niet gaan afkammen. Te denken valt ook aan benefieten in eigen kring e.d.
Het is erg moeilijk om exacte informatie te vinden over verschillende lokaties, laat staan uit alternatieve nieuwsbronnen, aangezien op veel plaatsen de infrastructuur en communicatie is aangetast of verwoest. Naast de gebruikelijke reguliere mediakanalen (BBC, CNN, Google News en Yahoo News en wat dies meer zij, waar je trouwens talloze links vindt naar andere media) is een erg goede ingang voor (lokale) kranten uit verschillende landen de site Onlinenewspapers.com http://onlinenewspapers.com/ .
Wie op de hoogte wil blijven of op zoek is naar informatie over specifieke lokaties, of zelfs vermiste familie of vrienden, kan terecht op diverse reizigersfora. Een goede ingang is Lonely Planet's The Thorn Tree Forum http://thorntree.lonelyplanet.com/ , ga daar verder naar de regio van je keus. Specifiek voor India is er Indiamike.com http://indiamike.com/ . Er wordt daar deels wild gespeculeerd of nodeloos nieuwe threads gestart, het is zaak de informatie sec en helder te houden, om maar te zwijgen van de mensen die daar met diepzinnige inzichten komen over de vergankelijkheid van het bestaan of op zoek zijn naar girlie bars op Phuket. Wees terughoudend met wat je schrijft maar voor het laatste nieuws kunnen de al gecreëerde threads, deels door schrijvers ter plaatse, wel een aanvulling zijn.
Ten slotte, ook op dergelijke fora wordt druk besproken of men zich niet ter plaatse nuttig kan maken. Dat is niet uitgesloten maar informeer je van tevoren goed en besef dat als je niet bijzonder gekwalificeerd bent je wellicht eerder in de weg zult lopen. Houd er verder rekening mee dat je onder bijzonder zware omstandigheden zult moeten werken. Het kan een goed alternatief zijn om thuis iets te ondernemen.

Bij de ramp in Azië lijkt het VS leger wel hun eigen militaire [en folter-]basis op de Indische Oceaan Diego Garcia archipel gewaarschuwd te hebben, en zo de levens van de eigen militairen voor de golven gered te hebben.

Hier lijkt te gelden de leus van de Vlaamse racisten: Eigen volk eerst. Of nee, eigenlijk alleen "eigen militairen eerst": want doden kunnen niet verder schieten of martelen, hetzij verder op Diego Garcia, hetzij na overplaatsing naar o.a. Irak of Guantanamo. Er vielen ook slachtoffers onder VS toeristen in b.v. Thailand of Sri Lanka, maar hun levens schenen ook minder belangrijk te zijn.

Uit alle media-berichten blijkt dat de hulpverlening nauwelijks op gang gekomen is. Dat geldt des te meer voor de internationale hulpverlening, en zeker ook uit Nederland.
Enkele particulieren bleken in staat om binnen 48 uur medicijnen naar Sri Lanka te vliegen. De overheid, ondanks alle crisiscentra en rampenplannen, heeft dat bij mijn weten nog niet gedaan. Het kabinet-Balkende lijkt afwezig, en dat is ook zo, rampen moeten niet met de Kerstdagen gebeuren want dan is iedereen met vakantie.
Waar er wel geholpen wordt, geldt 'eigen volk eerst'. Duitsland haalt zijn eigen gewonden op uit Thailand met Luftwaffe-vliegtuigen, en laat de anderen desnoods ter plekke sterven. Ook blijkbaar de burgers van andere EU-staten, er mogen alleen Duitsers mee.
Maar ook als je het racisme buiten beschouwing laat, dan lijken de EU-overheden overrompeld en besluiteloos. En zeker de EU zelf, die niet in staat is om hulp te coördineren. Elk land moet het zelf - blijkbaar zonder enige coördinatie - regelen. Er worden bijvoorbeeld 1600 Zweden vermist. Bij de Estonia-ramp vielen 1054 doden, de tsunami wordt mogelijk de grootse Zweedse ramp in vredestijd.
Er zijn mogelijk 3000 tot 4000 doden uit EU-landen - meer dan 11 September. Stel je voor wat er gebeurd was, met een terroristische aanslag in Europa van die omvang. Was premier Balkenende in zo’n geval doorgegaan met zijn vakantie? En de andere EU-leiders ook?

In a Reuters article, a NASA geophysicist theorizes that the quake compacted the Earth enough to speed up the planet's rotation by 3 microseconds. A second article says the quake moved undersea tectonic plates by up to 98 feet, shifting islands near Sumatra out to sea an unknown distance. Also, a USGS team wants images from commercial satellite operators to help pinpoint coastline damage. Lastly, an interesting article from the Australian Spaceguard Survey about the need for a Tsunami warning system in the Indian Ocean. The author comments that tsunami warnings may not help much, as people often flock to the coastline to see the giant waves." The current estimated death toll is now nearly 70,000; Amazon and Google, among others, have added front-page links to simplify donating to the disaster relief effort.

The Tsunami Disaster & Debt Cancellation
The Tsunami of December 26, 2004 has brought indescribable devastation on the countries around the Indian Ocean. Hundreds of thousands of people from the region have died or have been made homeless and lost their livelihoods. This epic human disaster has generated unprecedented people-to-people solidarity both from within the region as well as internationally.
Within this context, TNI would like to request your support and participation in the Campaign for Debt Cancellation launched by Jubilee South.
Jubilee South has circulated a Sign-On letter (English and Spanish) with the request for Sign-On Signatures - this is an initiative calling for the immediate cancellation of the Debt for countries affected by the tsunami. The first presentation will be on January 6th, 2005 to coincide with the Meeting of the International Tsunami Summit of Governments which will take place in Jakarta, Indonesia. A second presentation of signatures will be made during the World Social Forum January 25-30, 2005.

Burmese Migrant Workers in Thailand

SITUATION UPDATE
Many migrant workers from Burma that live in the coastal areas
in southern Thailand between Pukhet and Ranong have been hit
hard by tsunami.
There are no official figures on dead and missing Burmese
migrant workers. Thai newspapers use a figure of 800 Burmese
dead. The Human Rights Education Institute of Burma (HREIB)
now uses a figure of between 700 - 1.000 dead. As of today
HREIB has documented a list of 145 dead persons, collected
directly from eyewitnesses and relatives.
Some of the Burmese dead may be included in the official Thai
figure, but most likely this number does not include all Burmese
dead.
Burmese are NOT included at all in the official list of the
people still missing (because this only includes people who
are officially registred as missing persons). HREIB estimates
number of missing Burmese now at 1.000 people.
Most Burmese that were affected by tsunami were either working
at constuction sites along the coast, as fishermen, in factories
along
the coast, at rubber plantations along the coats, in dockyards, and
in
the tourist industry.
After the disaster most Burmese that were affected spread to
different areas in small groups. They have received little or
none emergency supplies provided by the official Thai relief
program.
Priority for them is security. Many of them (some 60% says
HREIB) have lost their labour registration cards. The Thai
authorities have also accused Burmese of looting, and arrested
several people as a result (including people with registration
cards). On at least one occasion on Dec. 30, 2004, the Thai
police raided a hideout of over 150 Burmese, and confiscated some
valuables ( 3 baht of gold and 3000 baht currency) which they claimed
were looted. When the Burmese complained this case, the police
threathened that they would cut the Burmese's throad.
According to the head of the Thai District Health Department
who we met today at Pap Kawpa sub-district in Phanngan
district, there was one case were Burmese were involved in
looting, and that is why all of them suffer now. However, there is a
long history of Burmese being blamed for all sorts of problems, and
we
have found no confirmation of this actually taking place.
There is a need for medical help, food and water, and
sanitation. Most Burmese lost their jobs and have no income.
Many also have not received their salary of December. In Tap
lamu areas, about 200 male workers from Burma (fishermen) are
not allowed to go out from the site or go back to Burma by the
employers, according to a worker who called to the HREIB hotline.
ACCESS AND COORDINATION
Access to the disaster area is relatively good. The road along
the coast has been cleared of all obstacles by the Thai
authorities. Access to some of the islands off the coast
between Pukhet and Ranong is more difficult.
Relief to Western and Thai victims is relatively well arranged
and coordinated. There are relief centres all along the road
that runs along the coast from Pukhet to Ranong, including
information centres on missing people. But their has been
no response to the needs of the Burmese population.
The biggest challenge is to reach the Burmese population. They
are spread along the coastal areas, and are hiding in
different places. They are afraid of being arrested by the
Thai authorities, so they keep a very low profile at the
moment.
World Vision was the first NGO to access the Burmese
population, but their activities are limited to providing
limited amounts of food, water and medicines.
HREIB has since two days set up a temporary coordinating
office at a bungalow park (now almost deserted) at Khao Lak,
the worst hit area. From there it is coordinating a team of
community workers, who visit the different sites in the area.
This office is coordinating closely with World Vision. It has
also contacted MSF Belgium, which arrived yesterday and has
started making as assessment of health needs, including
sanitation, with help of HREIB.
HREIB has requested MAP and Forum Asia for legal advice and
aid to the Burmese migrant population, as many would like to
get a new labour registration card ( because the old one was lost in
disaster). Some of them would like to go back home, which also has to
be arranged with the Thai authorities. According to a conversation of
HREIB with the Thai Labor Ministry, everyone who registered as a
migrant worker before the disaster took place will be entitiled to
received 2,000 baht from the social relief fund, but not a single
workers we met has received this or knew about it.
The Thai civilian authories are cooperating quite well. Most
problems are sorted out on a case-by-case base. They realise
the problem, but so far there has been no official response.
Thai Public Health officials say that Burmese are also
entitled to relief provided by the government, but in practice
this is not possible (mainly because of security reasons).
It is easier for organisations like MSF, World Vision, Map and
Forum Asia to deal with the authorities if needed. HREIB will
focus on reaching the Burmese communities. MSF is as of today
attending the daily coordination meeting at the Thai District
Health office. The head of the office has asked for better
coordination between the NGOs working in the area.
COMMUNICATION
After the disaster most shops in Khao Lak (and there were many as
this
is a major tourist area) were closed, including internet shops. The
phone lines also do not work in some areas.
HREIB has since two days set up a coordination office in the
disaster area, and is in the process of setting up an e-mail
connection (only possible via mobile phones). It will also
provide all community workers (probably five to cover five
main areas where Burmese are located) with a mobile phone to
receive daily situation updates, which will then be analysed
and send out in daily sitreps via e-mail.
OPERATIONS AND PERSONNEL
HREIB has hired one Burmese coordiantor to run the office at
Khao Lak. The coordinator has today recruited five Burmese
staff to cover the sites with Burmese migrant workers. HREIB has also
arranged for volunteer translators (Burmese-Thai) for MSF.
HREIB has hired one room in Phuket for storing emergency relief
stuffs for survivors in Phuket areas. The organisation has also
rented two bungalows in Khao Lak, the worst hit area, for a period of
one month, to use as office and store.
HREIB has also arranged to rent one pick-up truck with driver
for this period. Tomorrow we will go back to Khao Lak with
office equipment, mobile phones, and some relief material
(mainly soap etc).
FUNDING
The US Campaign for Burma has started collecting money in the
US for Burmese migrants in Thailand affected by tsunami, and has
offered to donate part of it to HREIB.

There are 60.000 officially registered Burmese migrant workers in the six Southern Provinces (Ranong, Phuket, Phang-Nga, Trang, Satun and Krabi). The exact number of Burmese migrant population in these southern provinces of Thailand is unknown.
Estimated total number of Burmese migrants in Phuket before Tsunami was 36,000 and 30,000 in Phang Nga. However, the number went decreased about half after the Tsunami in both areas.
The reason for decline of Burmese migrant population are:
(1) About 700-1.000 of them died as a direct result of tsunami.
(2) Many of the workers went back to Burma due to the Lack of income since there is no work for them. Construction sites along the coast as well as trawlers they were working on have been destroyed by tsunami. Therefore many have gone back to Burma voluntarily while others have gone to other areas in Thailand to find work. Another problem is that in many cases employers have until refused to pay last month’s (December) wages.
(3) Many are still hiding in small groups all over the areas and difficult to have access to them. They are hiding because they are in fear of arrest by Thai authorities for not having legal document.
(4) Arrest and deportation to Burma by Thai authorities. So far, up to Jan 8, 2005, 1.500 Burmese migrant workers have been sent back to Burma through Ranong. Last Friday another 500 were deported to Ranong, from where they will be sent back to Burma.
A number of Burmese migrants workers that are still in Thailand also would like to return to Burma, and have asked HREIB for assistance in this, to cover travel costs etc, and to provide security (to prevent arrest by Thai authorities). HREIB is currently making a survey on this.
Coping mechanisms
* if shelter destroyed: move in with relatives/friends/colleagues nearby, or hide in the mountains;
* stay in shelter and wait for work;
* leave area to find job somewhere else in southern Thailand;
* go back to Burma to family/relatives.
The total official number of casualties of tsumani in Thailand (as of 8 January 2005) stands at 5.291 dead and 3.616 missing. Most of the casualties are in Phangna Province (4.163 dead and 2.113 missing). Other Provinces that were hit are Pukhet, Ranong, and Krabi.
Update activities
Locating dead bodies
OXFAM and HREIB visited a number of dead so-called ‘body collection centres’ to inquire about Burmese victims. At these sites (Temple in Thai Muang District, and Wat Ban Muang and Wat Yam Yao in Takuapa District) so far nobody had reported any Burmese missing, and there has also been nobody to come and claim any Burmese dead (we were the first to do so). Officials say they can separate the western from the Thai victims, but would not be able to separate Thai from Burmese victims.
HREIB estimates the number of Burmese dead in Thailand between 700 and 1.000 people. In some cases Burmese who found bodies of relatives/friends themselves, but all dead bodies have to be turned over to the Thai authorities to be identified in these official centres. Because of the security situation, Burmese migrant workers have not been able to claim their dead. The other problem is that there is no dental data or DNA material available on Burmese dead and missing persons to identify them.
So far HREIB has documented 156 dead bodies as of Jan 8th and had access to 560 migrant workers effected by the Tsunami in Phuket and Phang Nga districts.
Assistance for the religious ceremony
HREIB has already given financial assistance and made practical arrangements to perform religious ceremonies for the deceased at several temporary sites where Burmese migrant workers stay. As of Jan 8. three religious ceremonies have been carried. These ceremonies helped the remaining relative to feel better for doing something for the deceased. Many felt they did not do well enough for those who deceased and they were in great depression.
Providing sanitation assistance
HREIB arranged to provide water for use in two areas for sanitation and hygiene purpose. Our team also distributed soup, toothpaste, tooth brush, shampoo and slippers in different communities. Our team also provided supplementary foods for kids and women. Some infants lost mothers so our team provided milk and health education for the fathers or their guardians.
Difficulties
Accusations of looting by Burmese Migrant Workers
The Thai police has said that Burmese migrant workers are the cause of theft and break-ins in hotels that were damaged by tsunami. There have also been a number of articles in the Thai press suggestion this. The Thai authorities have on a number of occasions used to this issue up to justify the arrest of Burmese migrant workers. This has turned into a huge security problem for Burmese migrant workers, and effectively prevents them among others from access to health services, claiming their dead, and traveling to other places out of the disaster area to find work to go back to Burma. However, according to a Thai NGO these crimes are mainly committed by Thais, as of the 27 recent arrest cases related to this issue, 20 of them were Thai nationals.
Lost of Labour Registration Cards
Many Burmese migrants have lost their registration card as a result of the tsunami. Others lost only a photocopy, as their employers keeps the original copy. This registration card has not prevented Burmese from arrest by the Thai police, but they are more vulnerable without.
Access and coordination
HREIB is the only organization with a presence on the ground in the disaster area solely catering to the needs of Burmese migrants workers. HREIB has set up an office in Khao Lak, from where it is coordinating its relief efforts through a number of community workers based at the main sites where the Burmese migrants are. HREIB is working and coordinating it efforts closely with World Vision and MSF Belgium.
Grassroots Human Rights Education & Development Committee (Burma) - has from the beginning been involved to assist HREIB with the current relief effort. GDC Coordinator and Trainer Htoo Chit has been assigned as coordinator of the HREIB coordination and relief office in Khao Lak. He has also offered to continue this work for the long-term. Htoo Chit has long-term experience doing grassroots work with Burmese migrant communities in Thailand, especially in the Sanglaburi area. Another Burmese volunteer, Myint Myint San has been working on the data collection and public information at the relief office.

A group of Burmese students from Thai universities came to relief office and donate used clothes and food to the migrant workers on 8th.
Thai Action Committee for Democracy in Burma (TACDB)
TACDB arrived to Khao Lek on 8th. They first went to Ranong to look at repatriation of Burmese migrant workers to Burma. Then they came to Khao Lak in the evening to meet with HREIB. TACDB agreed to take up the issue of replacing missing labour registration cards with Thai Labour Ministry. TACDB will also take up issue of arrests of Burmese migrant workers with local police in the Phangnga area as well as with higher level in Bangkok.
European Commission Humanitarian Aid Office (ECHO)
ECHO head of office for Burma/Thailand visited Rangoon and after that Pukhet and Khao Lak, where he met with MSF Belgium, who introduced him to HREIB.
Communication
Communication is still a problem in Khao Lak, as not all telephones lines are working, and all internet shops etc have closed. Car + driver can usually be rented from Thai people living in the nearby.
Operation and personnel
Four Burmese volunteers with experience in community work (and with ID!!) have arrived yesterday and the day before yesterday at the HREIB coordination center at Khao Lak.
HREIB recruited five local people to work with the HREIB teams for locating and conducting surveys on the effected workers and dead people.
HREIB has bought office equipment for the relief center in Khao Lak. All equipment will be transferred to long-term project catering to the needs of Burmese migrants workers in the area, as HREIB has committed itself to the rehabilitation and assistance to the Burmese migrant community in this area for the long run.

Zoals bekend verblijft hij nog steeds in het door de zeebeving getroffen Hikkaduwa op Sri Lanka waar hij met een klein groepje directe hulp verleend aan de getroffen bevolking ondermeer in de vorm van medicijnen en water. Dit met geld dat vanuit het Haags anarchistisch netwerk wordt ingezameld. De teller staat inmiddels op zo'n 7000 euro.

Important update 13th of January 2005:
Although we have tried to gain access to hams in Sri Lanka and Atjeh, our efforts to do so failed. Our contact with local humanitarian organizations in Atjeh informed us that the Indonesian Government would not allow foreign radio amateurs nor foreign radio equipment to enter Indonesian territory.
A request to the Dutch Embassy in Sri Lank for more information on the sort of help that we would like to organize, has not been answered so far.
The Joint Relief Organizations in The Netherlands let us know that our foundation did not meet their standards for becoming a temporarily member of their joint organization because we are too small.
Medicins Sans Frontieres (MSF) kindly rejected our offer because they had more important things at hand.
This brought us to the conclusion that we will not be able nor get a chance to realize our relief-projects this time.
Therefore we will focus on a long-term plan to sponsor a Winlink2000-station in Asia in order to help regional hams to prepare their ARES-system on future disasters and give them the opportunity to establish worldwide email-contact even without internet access not only when disaster strikes but also under normal circumstances.
We will keep you informed on this project.

Op giro 555 is tot nu toe E 160,5 miljoen binnengekomen; dit bedrag is exclusief de toezegging van E 5 miljoen van minister Van Ardenne. Samen met de opbrengst van de nog lopende en al geplande acties, verwachten de SHO daarmee de hulp op korte en middellange termijn te kunnen betalen. Daarom roepen de SHO nu het Nederlandse publiek op om geen nieuwe acties te bedenken. "Deze gigantische steun voor de slachtoffers van de ramp is ongekend en uniek in de Nederlandse humanitaire geschiedenis", zegt Henk Franken, voorzitter van de SHO. "De respons van het Nederlandse publiek op de nationale actie voor Azië is zo groot, dat we als hulporganisaties bijna voldoende geld hebben voor onze hulpverlening nu en in de komende twee jaar. We zijn enorm dankbaar voor alle acties die ten bate van giro 555 zijn uitgevoerd en nog zullen worden uitgevoerd. Maar omdat we helder en zorgvuldig willen zijn naar alle donateurs, doen we een oproep aan het Nederlandse publiek om geen nieuwe acties meer te bedenken. Simpelweg omdat de hulporganisaties met de totaalopbrengst de getroffenen nu en de komende tijd kunnen helpen." Giro 555 zal de komende weken nog geopend blijven voor het storten van de opbrengsten van nu lopende of al geplande initiatieven.
De SHO komen met hun oproep op basis van indicaties van hulpverleners in de getroffen regio en signalen van verschillende hulporganisaties. Medio februari presenteert de SHO een uitgebreide tussenrapportage, met daarin een overzicht van al uitgevoerde hulpverlening, planning van hulpverlening in de komende maanden en de tussenstand van het kostenpercentage van de nationale actie.
De Samenwerkende Hulporganisaties zijn een samenwerkingsverband, dat in tijden van grote crises aandacht vraagt en fondsen werft voor een rampsituatie. De SHO bestaan uit: Artsen zonder Grenzen, Kerkinactie, Mensen in Nood/Cordaid, Nederlandse Rode Kruis, Novib, Stichting Vluchteling, TEAR fund, Terre des Hommes en Unicef Nederland. Momenteel is Unicef Nederland voorzitter van de SHO.

To our readers
It's a month, almost to the hour, since this blog started posting, and we've been overwhelmed by the response from you, our readers, from the aid organisations we have been trying to help, and the support from the blog world and the press.
It reassures us that we have, in our small way, been able to help. Yet we also know there's a lot more that needs to be done.
We're also dealing with the fact that much as we want to help, we do have families and careers we've put aside, things we have responsibilities towards, lives of our own to live.

Dan Lonely Planet http://www.lonelyplanet.com/ , ook daar is het tsunami-nieuws naar een onopvallender hoekje gedelegeerd en beginnen de "vastgepinde" draadjes op hun fora te verdwijnen. Ze waren er verbazingwekkend genoeg niet echt als de kippen bij om na 26 dec. aandacht te schenken aan de gebeurtenissen. Gezien de community die ze bedienen kun je daar je gedachtes over hebben. Whatever. Op het moment besteden ze, evenals veel vergelijkbare fora en portals, veel aandacht aan de economische waarde van een voortgezet toerisme in de getroffen gebieden. Dat zal gerust maar iets wrangs blijft het houden die nadruk op onbekommerd toerisme voor en door de consument. Nou ja.
Of neem de Thai Visa Thailand Forum http://www.thaivisa.com/forum/ die bij nader inzien niet al te best bekend blijkt te staan in het wereldje en waar vele expats ongegeneerd om niet te zeggen neokoloniaal wat voor zich uit neuzelen. Tja, het is ook een levensstijl.

De Haagse Actie voor Azië die werd opgezet om Evert Jan van Hoek in staat te stellen noodhulp te verlenen in het door de tsunami getroffen dorp Hikkaduwa op Sri Lanka heeft zo’n 12.000 euro opgebracht. Gebleken is dat door de oproepen en de berichtgeving op De Vrije en Indymedia vele tientallen mensen uit het hele land samen enkele duizenden euro’s hebben overgemaakt naar de rekening van Evert-Jan. Iedereen heel hartelijk dank hiervoor!

"Als voorzitter van de Samenwerkende hulporganisaties had Henk Franken grote moeite met de manier waarop de media de afgelopen weken verslag deden van de hulpverlening in Azië. Het dominante beeld in de media was dat van de blanke hulpverlener, die het gekleurde slachtoffer bijstaat.
,,Dat beeld klopt niet met de werkelijkheid. Het wordt gecreëerd. Ik heb 18 jaar in het veld gewerkt en ik weet dat het anders is. In hele complexe situaties is hooguit 10 procent van de staf blank; 90, maar vaak 95 procent van de mensen van de hulporganisatie is lokaal. Zij spreken de taal, zij vormen het netwerk en zij zijn het die het werk doen. Daarop is de hulp ook gebaseerd. Goede hulpverlening telt zo weinig mogelijk witte gezichten die bruine gezichten vertellen wat ze moeten doen.''"

"Volgens de SHO is de hulpverlening inmiddels in de fase van de wederopbouw gekomen. Daarbij wordt gevreesd dat de Indonesische overheid de hulp in Atjeh zal verstoren omdat die buitenlandse organisaties en buitenlandse stafleden in hun bewegingsvrijheid zal beperken.
Tot de grote knelpunten wordt ook gerekend dat veel meisjes straks niet meer naar school kunnen. Door het overlijden van hun ouders zullen zij de zorg voor jongere kinderen op zich moeten nemen. Veel op kinderen gerichte organisaties trachtten dat te voorkomen door weeskinderen snel bij andere familieleden onder te brengen. In die zin moet ook niet te snel met de bouw van weeshuizen worden begonnen, zo stelt Franken. In ontwikkelingslanden is de bereidheid tot opvang door andere familieleden erg groot.
De grote hoeveelheid geld die is opgehaald herbergt tevens een groot gevaar, zo signaleert de SHO. De druk om het geld uit te geven is groot. En de wens van het grote publiek dat het geld snel rolt, kan volgens de SHO wel eens op gespannnen voet staan met de kwaliteit van de hulp."

THE PARIS CLUB PENALISES THE COUNTRIES HIT BY THE TSUNAMI
CADTM
The CADTM cries foul as the Paris Club penalises the countries hit by the tsunami.
With the Paris Club, you can never be sure that it’s as bad as it looks, but it usually is! This has proved to be the case once again with the consequences of the tsunami.
On 12 January 2005, the 19 richest creditor countries which make up the Paris Club met in Bercy, Paris. They claimed to have decided on a moratorium on debt repayments for those countries affected by the tsunami who requested it. Indonesia, Sri Lanka and the Seychelles were named.
In a press release published on 10 March 2005, the Paris Club gave the terms and conditions of this moratorium. It turns out that the beneficiary countries will have to pay interest on the arrears! The creditor countries that met at the Paris Club “ propose that the delayed payments should be repaid over 5 years with one year’s grace. The total interest run up during the moratorium in 2005 is to be capitalised and repaid as deferred payments. The interest rate for overdue payments will be decided bilaterally.”
So a country like Indonesia, with over 200,000 dead and missing after the disaster on 26 December 2004, will be financially penalised. It will have to repay in totality the amounts owed in 2005 (around 3 billion dollars), since the Paris Club has only decided on a moratorium; but worse still, it will have to pay extra interest on what is not repaid in 2005.
In January, the Paris Club made a great display of its generosity, claiming to be fully aware of “ the exceptional dimension and devastation of the catastrophe ”. In fact, it was all talk. And to cap it all, the countries that do accept the offer of a moratorium will end up worse off.
The Paris Club’s decision is scandalous, taking advantage of the fact that the tsunami is no longer in the headlines and violating the memory of the dead and missing people.
The Paris Club has not only revealed its cynicism but also its inability to take account of people’s fundamental needs, and its incompetence. Both the Belgian and the French sections of the CADTM demand that the decision should be retracted immediately and a public debate organised on the role of the Paris Club, which takes such unjustifiable decisions behind the backs of the citizens of the countries it purports to represent. We reassert that one of the most urgent measures that needs to be taken is quite simply the straightforward cancellation of the public external debt of the countries affected by the tsunami.
