De PFP agent Jorge David Jiménez Aguilar werd op de dag van mijn terugkomst (van het schiereiland Yucatan) bij Tehuantepec en Mixtequilla -donderdag om 16.50- door 4 mannen doodgeschoten in zijn huis.

Dit refereert bij mij sterk naar het voorval waarbij lijken gedropt werden op land bestemd voor mij en mogelijk ten doel had mij uit de regio weg te jagen:

La Jornada meldt dat de agent wat met drugs te maken zou hebben:
"...Versiones extraoficiales indicaron que Jiménez Aguilar habría sido ultimado por miembros de la delincuencia organizada, producto de una supuesta vinculación con traficantes de drogas y personas procedentes de Centroamérica. ..."
=> implicerend dat het hier mogelijk dezelfde locale dadergroep betreft als waar ik de lijken van gedumpt kreeg.

Het soort wapens heeft echter weinig weg van de oude eenschots wapens waarover vele boertjes beschikken om te jagen, maar eerder uit Mexicaanse politie of militaire kringen.

Zelf was ik de hele dag in het zeer nabije Mixtequilla en alleen 's ochtends vroeg in Tehuantepec met de bus vanaf het schiereiland Yucatan (zie eerder artikel).

Maar er zijn meer recente locale executies:

Dat is echter in Ixtepec, slechts ietsje verder weg. Maar daarvan was de kolonel bij de inauguratie van de nieuwe presidente en vertgenwoordigers van Mixtequilla (zie het eerdere Indy artikel).

Zoals eerder gezegd stikt het in het gebied van Mixtequilla van de militairen na het "neerstorten" (opblazen) van een coke-vliegtuigje uit de richting van de militaire luchthaven van Juchitan.
Wat kennissen vertelden dat ze gister (zonder wapens) op de hier veel voorkomende Iguanas aan het jagen waren en er een uit een boom haalden, maar op dat moment omsingeld waren door militairen.

(ik kan er ook niets aan doen, maar jagen op beschermde soorten is hier gebruik, ook de handel in beschermde zee-schildpad eieren floreert hier omdat het zo lekker zou smaken en geen politie of gemeente die er wat tegen doet; valt hier heel wat werk te doen voor dieren en natuur activisten).

V.w.b. het eerder gebrachte daderprofiel dient ook vermeld te worden dat TV-Azteca (Salinas -groep) een rechtstreekse bondgenoot van de corrupte gouverneur en moordenaar Ulisses Ruiz is. En de gebruikte wapens en wagens soms (ook direct) terug waren te voeren op delen van bevriende PRI politie uit PRI gemeentes. Verder zijn er de geschetste overlegorganen in het centrum van de macht.

Annecdote van de sterke locale militaire aanwezigheid: Bij een huwelijksfeest gister in het plaatsje, kwam een truck met ca 10 militairen buurten. Ze hadden kennelijk honger en parkeerden bij een eet-tentje in de straat. Weet niet of het lukt met uploaden filmpje (media item nr.3); de militairen zijn de schaduwen voor de muur, na de witte auto.

Overigens vragen steeds meer mensen uit de PRI hoek mij of ik een "internationaal spion" ben; woorden die afkomstig zijn van generaal b.d. Carmelo (M.I.). Maar dat is in ieder geval stukken beter (= minder gevaarlijk) dan het eerdere PRI gerucht dat ik de oorzaak zou zijn van alle APPO problemen in het Istmus deel van Oaxaca (een vriend zou een grote APPO leider zijn, maar is slechts een locale PRD leider & al zijn info zou van mijn computer afkomstig zijn, bla-bla).

Eerder is aangetoond dat Ulises Ruiz zelf nauw bij o.a. een aanval met zijn 'para-politie' op door APPO overgenomen media betrokken was (waarbij een ingenieur werd gedood). De vraag is dan ook of Ulises nu echte aanwijzingen voor "Zeta's" en/of "APPO" heeft, of met dergelijke typeringen een breder onderzoek en stigmatisatie tegen APPO probeert te bewerkstelligen.

Four people were assassinated with high caliber weapons in Oaxaca on the morning of January 30. The four dead are first, the chief of PABIC (the private police force) Barrita, much hated by the APPO for his part in the repression. Nine bullets in his body, he was the target. The second was his police bodyguard. The next two ( a man, and a woman sports activist) were innocent bystanders out for morning exercise in the park, and I beleive a fifth person was wounded.
The reports are being very careful not to assign blame yet. The possibilities are "organized crime", i.e. narcotrafficking, which to my thinking does not mean Barrita was fighting crime but was probably involved in it; the second possibility is the APPO which I don't beleive and which they have denied, because of their pacific stance; a third is the EPR or other civilian guerrillas.
Mexico is not in good shape and the possibility is that Calderon's "war on drugs" is causing organized retaliation. Equally plausible is that guerrilla style activists are fed up the the teeth--too much impunity for Barrita, too many refusals to free Flavio Sosa (the judge who just re-condemned him is part of the governor's family --I'm not sure on this but I think her husband is his cousin, or some such, I can check on it), and of course David Venegas is not free either. Meanwhile the human rights organizations are seeking info --and cautioning against a wholesale witch hunt against the APPO.

Please excuse this very sketchy bulletin, I will try (and hopefully others) to get more solid info out. This is not the first police officer shot this week, as Luc wrote yesterday

Milano meldt dat het centrum van Oaxaca gemilitariseerd is met zowel federale (PFP) politie als door militaire patrouilles. Verder is er een beschermde getuige die de namen van de aanslagplegers zou hebben genoemd (nu maar hopen dat dit niet deels een 1-2tje van Ulises&Co is om onschuldigen op te pakken):

To clarify, in Oaxaca "private" means non governmental. These forces are closely allied with the government, but they are actually bank and finance guards -i.e., not guarding the people (do police ever?) but assigned to guard private institutions. This particular man, Barrita, was implicated in doing the government's dirty work, for example, he kicked the brains out of Erengelio Merino Cruz on July 17. In fact he did so much dirty work, and directed so many operations (against the barricades, against civilians and the APPO, running gangs of thugs, violating human rights, etc) for the government, that some people are saying his murder was an act of vengeance perpetrated by the the EPR. On the other hand, Noticias says it looks like the government is faking an EPR slogan to make it look like it was guerrillas - bad news for militarizing the state.
But nobody really knows. My bias of course is that it wasn't rhe APPO -they have nothing to gain, and it wasn't the EPR either, which leaves the narcogangs, and suggests to me that Barrita was heavily involved with narcotics running. JUST SPECULATION; we'll have to wait for more info. But murders are happening every week, often with torture, coup de grace shots in the head, and burning of the bodies. This must be drug stuff, and one theory is that Calderon and Fox before him let it go too long and now the narco gangs are too well entrenched to give up easily. Police are often involved as victims, and I doubt it's 'cause they carry out great investigations.
On the other hand, vengeance would be justified, and many people think it is just that, especially since total impunity reigns, and there will be no state justice -at least not any time soon.

I have to correct my own sloppiness in saying Flavio Sosa was already in prison when the crimes attributed to him were said to have happened. That was a different set of crimes. On the 25th of November Sosa was in the company of Padre Uvi when the big repression took place and fires were set inside several buildings. Padre Uvi testified that Sosa could not have been out setting fires because Flavio was with the priest all evening.
This article below is a response to the judge's decision to keep Sosa in prison. Judge María de los Ángeles Vásquez García, the article says, lacks independnece and impartiality in the cases of political prisoners -she is a family member of Ulises Ruiz. Specifically, she is married to Héctor Ruiz García, responsible for the Emergency Service 066, who is cousin to the governor Ulises Ruiz, and brother of the director of Servicios Periciales de la Procuraduría General de Justicia del Estado, Romeo Ruiz García. (I guess that's agent services of the State Attorney General --anybody have a clarification of what this job is? Not that it matters, we get the point)

Preocupa a la APPO acoso por crimen de Barrita Ortiz

Hij zegt daartoe bewijs te hebben (ook als oorzaak, of gevolg?), omdat intensieve leger en federale en locale politie-patrouilles met hulp van omliggende bevriende korpsen al meteen begonnen vanaf de nacht van woensdag.
(nu is mij niet duidelijk of hij bedoeld dat dit VOOR de moord was, of zeer snel NA de moord. De laatste optie zou echter normaal te verklaren zijn dat autoriteiten een alarmlijn onderling hadden afgesproken bij nieuwe ongeregeldheden)

Unofficial reports have surfaced indicating that a phone call was made to the local emergency services hotline by someone claiming to represent the Popular Revolutionary Army (EPR), and that the caller clarified there were “two more left to go”.
Barrita, director of the obscure police agency, had been identified as a key player in police operations during and immediately after the 2006 Oaxacan popular uprising. He was accused of illegal detentions of activists, as well as coordinating extra judicial operations against the popular social movement.
At the very least, his assassination represents serious ideological provocation against members of the peaceful popular social movement of the Oaxacan Peoples' Popular Assembly (APPO). Police operations are underway throughout the city, and the military has cordoned off the area of the assassination.
