VOOR HET RECHT OP ONAFHANKELIJKHEID EN ZELFBESCHIKKING VAN VENEZUELA

Aan al wie democratie en vrede genegen is: Wij, organisaties van diverse ideologische tendenzen en met pluralistische doelstellingen, hebben ons verenigd rond de noodzaak om de aandacht van de Belgische en Europese publieke opinie te vestigen op het belang van het recht van de volkeren op zelfbeschikking en onafhankelijkheid, als fundamentele instrumenten om conflicten tussen de staten te voorkomen en democratie en vrede in de wereld te handhaven.

Het Venezolaanse volk staat op dit ogenblik voor een grote opgave, namelijk het consolideren van processen zoals de landhervorming, het verbeteren van de levens- en gezondheidsomstandigheden, educatie en volksorganisatie, het vinden van originele vormen om een doorgedreven of rechtstreekse democratie uit te oefenen, het recupereren van grondstoffen ten voordele van de eigen bevolking, zoals het strategische petroleum, en het creëren van een klimaat van rechtvaardigheid en gelijkheid in de internationale betrekkingen, op basis van de integratie van Latijns-Amerika en de Caraïben.


Heel dit veranderingsproces komt in gevaar door het geplande Referendum op 15 augustus 2004. Het Referendum is in dit land een democratische overwinning van de Bolivariaanse revolutie en werd inmiddels in de grondwet opgenomen. De legitieme regering van Hugo Chavez respecteert dit instrument en zal zich onderwerpen aan de uitslag van het Referendum dat hem in zijn presidentieel mandaat zal bevestigen of afzetten. Maar de oligopolies uit de petroleumsector (dezelfde die de invasie van Irak en de afslachting van de Iraakse bevolking promoten) willen dit democratisch instrument manipuleren ten voordele van hun belangen en die van de oorlogszuchtige strategen uit Washington, die niet van plan zijn veranderingen toe te laten die hun economische, politieke en militaire belangen in het gedrang brengen, hierbij gesteund door de oude politieke en economische kasten uit Venezuela zelf, die zich niet willen neerleggen bij het verlies van hun privileges. Dat alles bewierookt in een enorme publicititaire campagne, georchestreerd door alle machtige transnationale communicatiebedrijven die in het vaderland van Bolivar de grootste delen van de media controleren.


De laatste tijd verhogen internationale financiële instellingen zoals het IMF en de Wereldbank de druk op Venezuela. Dit gaat van kunstmatige geschillen met buurland Colombia (verslechtering van de diplomatieke betrekkingen, invallen van paramilitaire groepen verbonden met de rechtse regering van dat land) tot een zorgvuldig geplande escalatie van scheldpartijen tegen de leiders en de maatregelen van de Bolivariaanse revolutie. Dat alles kadert in de Noordamerikaanse interventionistische acties om de mening van de Venezolaanse kiezers te vervormen en, meer specifiek, komaf te maken met een veranderingsproces dat een alternatief vormt voor het neoliberalisme, voor de kapitalistische globalisering, voor de ALCA, voor de (bilaterale) Vrijhandelsverdragen, voor de oorlogszuchtige plannen van het Pentagon, en dat nationale onafhankelijkheid, volkssoevereiniteit en Mensenrechten eist, geconcretiseerd in de vorm van economische en sociale rechten voor de meerderheid.


Voor wie democratie begrijpt als de mogelijkheid voor de grote massa’s om te beslissen en te veranderen, voor wie nationale onafhankelijkheid staat voor de concretisering van de politieke, sociale en culturele rechten van de volkeren en voor wie de zelfbeschikking begrijpt als de kans voor de volkeren om hun eigen weg te kiezen, vrij van de druk van imperiale en transnationale belangen, voor deze overgrote meerderheid van het mensdom, vormen het Bolivariaanse Venezuela en het socialistische Cuba vandaag in hun verscheidenheid en eenheid, een gemeenschappelijke zaak die het voorbeeld aangeeft voor Amerika en voor alle andere continenten, van wat volkeren die vastberaden zijn om zich van het neokoloniale juk te bevrijden, kunnen verwezenlijken.


Geïnspireerd door de hoop op een betere wereld, scharen wij ons achter het initiatief om tijdens de week van 8 tot 15 augustus, Solidariteitsdagen te organiseren met het Venezolaanse volk, in de vorm van regelmatige, goed georganiseerde, voortdurende informatieacties, acties om de burgers in een geest broederlijkheid te mobiliseren, waarbij onder meer de volgende doelstellingen voorop staan:


1 - het aanbieden van en zoeken naar de solidariteit van de volkeren, van politieke vertegenwoordigers, Europese progressieve organisaties, … die het veranderingsproces naar nieuwe vormen van participatieve democratie, dat zich vandaag in Venezuela voltrekt, ondersteunen; het steunen van de recuperatie en het nationale beheer van de energie- en strategische bronnen en van alternatieve initiatieven voor het neoliberale economische model, zonder onderworpenheid aan de belangen van het IMF en de andere internationale financiële instellingen.


2 - het ijveren voor de goedkeuring door de internationale publieke opinie van de economische Integratie van Latijns-Amerika en de Caraïben naar het marktideaal voorgesteld door de Bevrijder Simon Bolivar, voor de verwezenlijking van uitwisselingen op grond van gelijkheid, solidariteit en wederzijds voordeel; de Mercosur en de ALBA te ondersteunen als voorstellen van economische en sociale aard die de verzuchtingen en de wensen van de Latijnns-Amerikaanse volkeren uitdrukken en, bijgevolg, de ALCA, de TLC en de andere dwangmaatregelen van panamerikanistische strekking te verwerpen, instrumenten die uitsluitend de economische en militaire belangen van Noord-Amerika behartigen.


3- het verdedigen van de principes van nationale onafhankelijkheid en zelfbeschikking van de volkeren; die ernstig in gevaar zijn in Venezuela, door de schaamteloze interventie van de Verenigde Staten en het transnationaal financierskapitaal die in schrille tegenstelling staat tot de democratische veranderingen van de Bolivariaanse Revolutie. Vanuit de overtuiging dat deze principes de onvervangbare basis vormen van democratie, wereldvrede en het welzijn van de volkeren, roepen wij op om met alle mogelijke middelen de integriteit van het Referendum in Venezuela (op 15 augustus 2004) te verdedigen tegenover de maneuvers en de acties van de duistere internationale financiersbelangen en van medeplichtige oligarchieën.

Venezolaanse anarchisten denken duidelijk anders over de autoritaire president Chavez en zijn burgerlijk-democratische tegenstanders en zien in een keuze tussen deze twee geen enkel alternatief. Tegengif voor de solidaristische propaganda, burgerlijke praatjes over 'zelfbeschikkingsrecht der volkeren' en andere neo-stalinistische ongein.

Venezuela: In these times of scoundrels

* Facing the situation created by the referendum of 8/15/2004 to recall the president, the Comision de Relaciones Anarquistas and its newspaper El Libertario call for a radical rupture with those candidates for authoritarian power, presenting to the Venezuelan people ways out of the actual crisis based on mutual aid, direct action and self-management.

As has been the norm in recent Venezuelan history, the summits of power promote, again, the alleged importance of the noisy cat fights they show their bedazzled spectators. Using verbosity as grandiloquent as worn out by overuse during these 5 years, both struggling political gangs proclaim that the next presidential recall referendum will be the mother of all fights, since both sides swear that now they have the opponent on the ropes, ready for the decisive punch that will determine their overwhelming defeat.

We have insisted plenty on the emptiness and dishonesty of this debate, but it is essential to continue expressing our criticism of the arguments that those competing for power can only justify with endless repetition. Thus, they insist that we must trust the electoral process and its delegation of power upon elected representatives as the only rational and realistic solution to the collective problems, asking that we Venezuelans forget the sad results brought to us by that fallacious illusion during the IV as well as the V Republic. They repeat to exhaustion that participating in the elections is an expression of the decision-making power in our hands, denying the overwhelming evidence of our exclusion from the real decisions that affect our lives day to day, omitting that this fictitious amount of electoral power is exercised only under conditions strictly regulated by the ruling elites. This way, even the reduced space in which to question the state's power presented by a recall referendum is diluted when such act is framed within a carefully institutionalized process within the norms set by authoritarian power for its greatest benefit. Besides that, we have witnessed, in relation to these norms during the most recent rounds of this struggle for power, how both have not spared the ways to cheat each other and us, to the extreme that the president of the National Electoral Council accurately described when he said that this was a process characterized more by its deceptions ("tramparencia") than by its transparency ("transparencia").

The repeated abatement of all participation and all collective action regarding the elections reveals that deep down both Chavistas and the Coordinadora Democratica share a deep seated disdain for the people's ability to confront and solve their problems. In spite of traversing a socio-economic situation that screams for organized popular mobilization to face the multiple calamities we suffer (unemployment, poverty, malnutrition, delinquency, crisis in public services, etc) both sides limit their efforts to the electoral scene, appeasing their followers with ethereal promises to be delivered after their election or ratification. The success they have enjoyed putting social struggles to sleep with the electoral opium has been the greatest victory for this system of domination and repression we suffer, since after all, if people would understand that direct action and self-management could solve their problems without the need of a State nor of rulers supposedly indispensable, both gangs would be shown up in their shameful vulgar identity of authoritarian opportunists.

_Neither "revolutionaries" nor "democratic" ...liars!_
The above idea is linked to the widespread and false dilemma of determining the supposedly "lesser evil" character that some of the electoral contenders might have. Those who attribute said condition to Coordinadora Democratica seem to ignore lots of evidence that render untenable any illusions of their use of power in a different manner than Chavez, except for the fact that they would abandon the pseudo-revolutionary rhetoric in fashion. Equal or worse is the case of those who assume that the current government is the guardian of social rights and achievements, attributing to the Commandant's and his minions' heroic testicles a decisive role in achievements that are not dependent on the cowardly spirit of those who hold power, since in the end it is organized popular action the only solid and steadfast guarantor of any advance or betterment of the common good. The most regrettable outcome of having allowed this cheating logic to carry the day is the cost incurred in dismantling previous efforts of independent social organization, since all exits lead to the messianic helmsmen who -now or in the future - would run the State. In addition, in contrast to the effort, time and dedication required to build free and conscientious grass roots structures, both factions promote crony submission to authoritarian power as the easy and quick way out, when the truth is that this leads to the blind alley of demobilization and impotence.

Let it be clear: all the proposals being presented by those who wield or aspire to wield state power are deeply damaging to the Venezuelan people because - with different shades of demagogic pyrotechnics - they all seek to reinforce authority, to amputate any possibility of developing autonomous social movements and to impede the empowerment of people's rights. Whoever prevails, the processes currently at work, of militarization, repression of dissent and enlargement of authoritarian socio-cultural controls will continue their dark escalation which we have been suffering.

In this picture, we the anarchists reaffirm the proposals we have been insisting upon that are winning acceptance among Venezuelans already sick and tired of the cheating games of such scoundrels. To that 45% of voters depolarized and "neither-nor" ("ni-ni") - but also to those doubters who continue to believe that the way to go is the ballot - we say that the crisis will not be resolved at the hand of actors that only aspire to power because of its advantages, be they Hugo Chavez or any other clownish anti-Chavez, as real changes for the better will only come from below and with the conscious effort of all. Many fear such change due to the panic that has always been sown by the system of domination, but to those who think so we say that - even scarier than what we build with everybody's passion and reason - is to continue expecting solutions from a power structure that has only deceived and fleeced us. We don't sell a miraculous formula, nor do we proclaim that under our blessed guidance the people "will cease to suffer", but we will always insist that the road to a better future will come from collective efforts and consciousness, with no need for fraudulent luminaries nor authoritarian institutions.

Don't let authoritarian power deceive you nor encourage you ... read, think, act for yourself!

For those who don't really know much about the venezuelan latest constitutional history is a good point to tell that the fact that the referendo is going to be held the next sunday 15 of august is the result of a Constitutional reform made possible under Chavez administration, voted and aproved for a huge amount of citizens in a public call for a new Constitution wich introduces this figure of participation. That is what I would take as an example of the decision-making power in our hands that it would defenetly affect our lives day to day after 08/15.

The electoral subject is determinated by the actual circunstances ... and the social struggles are not actually sleeping but in fact they are recovering forces... People has been in Venezuela, since long ago, councious about the fact that self-management could solve their problems, not in vane the social struggles in our country has been so brutally repressed as in “ El Caracazo “ just to mention only one example. And the examples of self managment you will find in every little place in the caountry as for example the community radio's o TV stations, cooperatives, etc.
All this popular initiatives supported and impulsed by Chavez administration.....
That there are still a lot of authoritarian opportunists?? Yes, there still are a lot of them, and lots of more who wants to come back using the excuse of the referendo to overthrow the “ Dictator”.

On August 15, 2004, Venezuelan voters will decide on a referendum, which has the utmost world historic and strategic significance. What is at stake is nothing less than the future of the energy world, the relations between the US and Latin America (particularly Cuba), and the political and socio-economic fate of millions of Venezuela's urban and rural poor.
If Chavez is defeated and if the Right takes power, it will privatize the state petroleum and gas company, selling it to US multinationals, withdraw from OPEC, raise its production and exports to the US, thus lowering Venezuelan revenues by half or more.
Internally, the popular health programs in the urban "ranchos" will end along with the literary campaign and public housing for the poor. The agrarian reform will be reversed and about 500,000 land reform recipients (100,000 families) will be turned off the land.
This will be accomplished through extensive and intensive state bloodletting, jailing and extrajudicial assassination, and intense repression of pro-Chavez neighborhoods, trade unions and social movements.
• The apparently "democratic" referendum will have profoundly authoritarian, colonial and socially regressive results if the opposition wins.
Regionally, an anti-Chavez outcome will tighten the grip of US and Europe on Latin America's oil resources; the denationalization of the petroleum industry in the post-Chavez period will follow in the footsteps of Lula's privatization of Petrobras in Brazil, Gutierrez' privatization in Ecuador and the continuity of private foreign ownership in Argentina, Bolivia and Peru.
Control of Venezuela's oil will heighten US control over world oil, decrease its dependence on the Mid East, especially with high intensity conflict in Iraq now, Saudi Arabia and Iran in the future.

Natuurlijk is die bijdrage van de CIA! Dat is toch alles wat niet in de solidaristische santekraam te pas komt? Lekker makkelijk, lekker overzichtelijk en lekker eenvoudig! Zo kun je ook makkelijker een of ander politiestaatje op een eiland in de Cariben voorstellen als een socialistisch arbeidersparadijs dat de volkeren der aarde tot voorbeeld strekt!
