Doe mee met een actie door het Netwerk Sortir du Nucleaire en Greenpeace Frankrijk tegen de censuur van een geheim rapport door EdF (Electricite de France) over het ontbreken van veiligheidsgaranties voor het nieuwste type kerncentrale, de EPR (European Pressurized-water Reactor), die industrie en overheid willen bouwen in Flamanville, Normandie.

Wij, burgers, organisaties, gekozen volksvertegenwoordigers, politieke partijen, verklaren plechtig dat we in het bezit zijn van het officiele geheime rapport van EdF (Electricite de France), dat het onvermogen behandelt van de geplande EPR-kerncentrale om een vliegtuiginslag te weerstaan. De Franse binnenlandse veiligheidsdienst DST (Direction de la Surveillance du Territoire) heeft afgelopen dinsdag 16 mei 2006 naar een gelekte kopie van dit rapport gezocht in het huis van Stephane Lhomme, woordvoerder van het Franse netwerk Sortir du Nucleaire. Stephane is 14 uur door de politie vastgehouden, en de DST heeft verschillende apparaten uit zijn huis meegenomen.
We hebben besloten om dit document op onze websites of anderszins te publiceren, om het zo bij het publiek bekend te maken. Hiermee riskeren we een boete van 75.000 euro en 5 jaar cel. Door dit te doen, staan we op tegen de aanvallen op burgerrechten om in ons land geinformeerd te worden, en tegen de onderdrukking van tegenstanders van het regeringsbeleid. Het zijn degenen die deze belangrijke informatie achterhouden die vervolgd zouden moeten worden.
We vragen iedereen om dit document te downloaden en om het zo breed mogelijk te verspreiden.
Vertalingen zijn in de maak, maar aanbiedingen om het document deels of geheel te vertalen, zijn nog steeds zeer welkom! Hiervoor graag contact opnemen met WISE of 020-6126368.

Wij, Lekkerradicaal.nl, hebben de bewuste documenten ook integraal opgenomen op onze website.
Wij menen dat informatie een publiekelijk doel dient en zodoende vrij ter beschikking van een ieder dient te staan die er kennis van wilt nemen. Dit soort rapporten niet uitgezonderd.
Lekkerradicaal.nl is een informatieproject dat zich richt op tieners, met als doel het publiceren van eerlijke, makkelijk te behappen informatie zonder censuur en zonder winstoogmerk. Interessant om te lezen, dit document, maar om er zo'n heibel om te maken?
Het document lijkt te gaan over het incasseringsvermogen van betonnen koepels rond reactoren. In hoeverre ze bijvoorbeeld de inslag van een door terroristen bestuurd vliegtuig kunnen verdragen.
Dit document is gemaakt om risico's rond kerncentrales te kunnen inschatten. Er staat gevoelige informatie in die aangeeft wat de koepels kunnen hebben, en wat niet. Er staat niks in over verzwegen ongelukken, gelekt radioactief materiaal of andere mistappen.
Kortom,weinig interessant dus, behalve voor gekken die vliegtuigen kapen om deze op kerncentrales te storten...

Hallo, hieronder (en ook binnenkort op www.antenna.nl/wise en www.million-against-nuclear.net ) de engelse vertaling van de brief van EdF bij het geheime rapport over de veiligheid van de nieuwe EPR centrale.
In reactie op Laceracion: de inhoud van het rapport laat (opnieuw) zien dat kerncentrales niet "inherent veilig" genoemd kunnen worden (al zou de industrie dat heel graag willen), en de geheimhouding en politie-inval laten zien dat de Franse overheid en industrie wil voorkomen dat dit bewustzijn bij de Franse bevolking zorgt voor weerstand tegen de bouw van weer een peperdure en achterhaalde kerncentrale, waarvan het Finse prototype al veel tegenslag beleeft.

ENGLISH TRANSLATION OF THE LETTER OF BERNARD LESCOEUR (EDF) THAT ACCOMPANIED THE SECRET EDF SAFETY REPORT ON THE PLANNED EPR REACTOR

Dear Chairman,
I refer here to your letter where you ask me to investigate the capacity of the EPR project to face a civil-plane crash such as may be encountered in the European skies, and to communicate you relevant propositions after investigation.
Shortly after the attack of september 11th, 2001 on the United States of America, EDF [Electricité de France, french state-owned Company for Electricity, ndt] has paid attention to this question and examined the plan for the EPR in this regard.
As you noted, the project was conceived right from the beginning to be able to withstand the crash of a military aircraft, which already represents a severe load. Regarding this, the designers have in the end chosen an overall architecture that takes such a crash into account functionally and geographically. The project has an overall architecture organised in 4 trains, physically distinct form each other, and part of the installation is "bunkerised". This is the case for the building
hosting the reactor, the building for the used fuel, and the building
for the emergency engines that hosts 2 of the 4 emergency trains
(mechanical and electric parts).
The "bunkerised" part, designed as stated before for a military plane type crash, already has a high resistance, notably regarding the perforation risk; because of its characteristics, a militray aircraft is considered a "perforating" missile.
These general measures give the EPR project a good robustness to a possible impact by a commercial plane and are therefore kept unchanged.
Notwithstanding the capacity of the EPR project to withstand plane crashes, it must be noted that EDF does not consider ensuring a resistance capacity against every imaginable war or terrorist attack. Preventing such attacks or limiting their effect remains strictly a state matter.
Under these conditions:
On one hand the verification of the capacity of the plant to face such crashes and the relevant measures must be taken into consideration outside of the "normal" designing of the plant, and I therefore have to put this situation in the category "Risk reduction group" (RRC).
On the other hand, the hypotheses linked to such an impact must ensure a "reasonable" risk coverage, and cannot be expected to cover all eventualities. Moreover, it seems to me that they must not differ too much from the current international practice, and should not create too big differences with the way that other high-risk industrial plants regard this issue.
It also seems to me that the hypotheses, the standards used, and the relevant analyses should not be mentioned in security reports that are public or that may be made public.
This general guideline is described in the annex. Additionnally, to be able to elaborate or verify the size of the shells that form the protection of the bunkerised part, it seems necessary to define a type of load that can be used as reference.
It also seems desirable that this reference type of load, although it should cover properly the planes that could be used in such an attack, must not refer directly to a specific type of plane, nor must it refer to a specific impact velocity. It therefore should follow an hypothesis with conventional sizes together with conventional calculation methods and conventional criteria.
In this context, I have to propose that the type of load described in annex may be used as reference, as it is a type of load that reasonably covers the risks formed by planes that could possibly be used in the European sky.
