European call for a counter summit in Louvain (BELGIUM) against the Bologna process

« This is a crisis », is the most uttered sentence during these last months. Yes, this is indeed a crisis. An economic crisis throughout society. But this crisis is also social, cultural and environmental, in one word : a general or structural crisis. If the economic and financial systems’ collapse is used as an excuse to accelerate the commoditation of our lives, goods and public services, responsible for even more precarious working conditions, we won’t bite.
In Greece, the youth and working class revolted in every public space, against government corruption and its neoliberal reforms. In Spain, no need to count anymore the number of occupied universities these last years, mobilised against the Bologna process. In Italy, for three months, now, the world of education is in revolt, and universities are constructing day after day another reform of university structure. In France, highschool students,teachers and researchers are in uproar against government reforms of the educational system, just as university students did last year against the autonomy law of universities.(LRU). In Germany, the idea of a « Global week of action » was born, focusing on the educational issue.
All these mobilisations oppose reforms that are not sectoral, nor national, but the consequences of neoliberal logics imposed in an international scale. We are assisting in a wild privatisation of institutions and the higher education’s enslavement to the present economical mentality, and power. These movements largely overflow the university frame and the educational world. The mental, physical and technical barriers that governments conscientiously construct with bludgeon beats and mediatic fume are but means of restraining our liberties , our emancipation and our aspirations. Civils, students and workers, are gradually finding each other and moving in the same direction : A radical opposition to the commun goods’ « sales » policy. We seek to create university areas for assembing, meeting, free and emancipatory knowledge. Education is indistinguishable from socialisation.
Political measures building and enlisting us into this project, towards an « exploiting until exhaustion » human resources society, through the educational system’s transformations and reforms are described, planned and and commanded by the Bologna process, adapted in 1999 by 46 mainly European states’ governements.
On the 28th and 29th, of April in Louvain and Louvain-la-Neuve in Belgium the bi-annual ministerial conference of the Bologna processes will be reassembled « to assess the progress achieved and the new steps to be taken » and to give feedback on university reforms already on their way. Did they ever ask students, teachers and researchers, workers and staff of Europe ? In addition to the ministers of education, consulting members such as Business Europe (european patronal organisation) and the ESU (european student union) will be present to evaluate this process.
LETS’S ACT NOW !!!! Education is like freedom : It can’t be given, it can only be taken !! Let’s meet in Louvain.
So Europe’s powers assemble to talk about education and discuss about our future. We, who live within and construct this society, cannot miss this rendez-vous...We are infront a unique opportunity to contest this Process, unite our local mobilisations in a vision that overtakes national frontiers, to start constructing and sharing a knowledge beyond any economic logic, free and accessible to everybody.
Calling all general assemblies, rallies, meetings groups movements, universities, syndical and political organisations, as well as every individual, in a European counter summit. Let’s share our experiences and strategies, establish a network, let’s give our revolts everywhere in Europe a stronger breath.
Calling also to communicate and translate this call in every university general assembly, every national movement coordination, every occupied faculty, every working and educational area.

and discussion workshops on education will be given some time. The two last days are dedicated
to demonstrations and actions, prepared during the counter summit.

Oproep voor een Europese tegen-top in Leuven, tegen het proces van Bologne
« De ergste vijand van de kennis is niet de onwetendheid maar de illusie van de kennis »

« Het is de crisis ! » hoor je nu overal deze laatste maanden. Ja, het is de crisis. Een economische crisis overrompelt de maatschappij. Maar de crisis is ook sociaal en cultureel, ze raakt het milieu, in een woord, ze is algemeen. De implosie van het economische en financiële systeem wordt vandaag als argument gebruikt om marchandisering van ons leven, van al wat we hebben, van de openbare diensten te versnellen, waarbij de jobs steeds meer precair worden. Maar we nemen het niet !.
In Griekenland zijn de jeugd en de werkers in opstand gekomen, overal op straat, tegen hun corrupte regering en haar neoliberale hervormingen. In Spanje groeit het aantal bezette faculteiten almaar deze laatste jaren, gemobiliseerd tegen het proces van Bologne. In Italië is de wereld van het onderwijs sinds meer dan drie maanden in opstand, en de faculteiten bouwen, dag na dag, aan een andere hervorming van het universitaire systeem. In Frankrijk betogen de leerlingen, de leraars en de onderzoekers tegen de door de regering ingevoerde hervorming van het onderwijssysteem, zoals de studenten in het afgelopen jaar tegen de wet van autonomie van de universiteiten (LRU). Vanuit Duitsland werd het idee gelanceerd van een « Globale actieweek », waarbij het thema van het onderwijs centraal staat.
Al deze mobilisaties verzetten zich tegen hervormingen die noch sectorieel, noch nationaal zijn maar de voortzetting zijn van een wereldwijd opgelegde neoliberale logica. Het gaat er om een wilde privatisering van het onderwijs en de onderwerping van het hoger onderwijs aan de economische macht. De beweging reikt ruimschoots verder dan het universitaire kader en de wereld van de opvoeding. De psychische, lichamelijke en technische barrières, die de regeringen nauwgezet opbouwen met gummiknuppels en rookgordijnen van de media, zijn slechts het middel om onze vrijheid, onze emancipatie, ons streven in te dijken. Wij komen beetje bij beetje samen in dezelfde richting : een radicale oppositie tegen de rentabilisering van de gemeenschapsrijkdom. We willen dat de universiteiten plaatsen van verzameling, van bijeenkomst, van vrije en emanciperende kennis worden. De opvoeding is niet te scheiden van de socialisatie.
De beleidsmaatregelen die dit maatschappijproject op touw zetten en er ons in opsluiten, door ombouwen en hervormen van het onderwijssysteem, horen thuis in het proces van Bologne dat in 1999 door de regeringen van 46 Europese Staten werd goedgekeurd.
Op 28 en 29 april komt in Leuven en Louvain La Neuve in België, zoals elk jaar, de Ministerconferentie bijeen om « de geboekte vooruitgang en de nieuwe in te voeren maatregelen te evalueren » en om de balans op te maken van de op touw gezette en nog uit te voeren universitaire hervormingen. Heeft men het advies gevraagd van de studenten, de leraars en de onderzoekers, het personeel, de werkers in Europa ? Behalve de ministers van Onderwijs zullen ook raadgevende leden aanwezig zijn - zoals Business Europe (Europese patroonsorganisatie) en ESU (European Student Union) - om de balans van dit Proces op te maken.
NU HANDELEN !!! Het onderwijs is zoals de vrijheid : het wordt niet gegeven, het wordt genomen ! Tot ziens in Leuven.
De machthebbers van gans Europa komen dus bijeen om te spreken over onze opvoeding, over onze toekomst ; en wij die concreet deze maatschappij beleven en opbouwen, wij mogen niet op deze afspraak afwezig zijn. Er wordt ons een enige gelegenheid geboden om dit Proces in vraag te stellen, om het elan van de locale mobilisaties in één visie te verenigen die de nationale grenzen overschrijdt, om het opbouwen en socialiseren op touw te zetten van een kennis weg van elke economische logica, vrij en toegankelijk voor iedereen.
Wij doen dus een oproep aan de algemene vergaderingen, bewegingen, faculteiten, collectieven, syndicale en politieke verenigingen en aan iedereen, voor een EUROPESE TEGEN-TOP. We moeten ervaringen en strategieën uitwisselen, een netwerk uitbouwen, een nog krachtiger uitdrukking geven aan onze opstand overal in Europa.
Wij vragen eveneens om deze oproep door te spelen (met vertaling) naar alle algemene vergaderingen van universiteiten, naar alle nationale coördinaties van de beweging, naar de bezette faculteiten, naar alle arbeidsplaatsen en onderwijsinstellingen.
