De anarchistische scene in Nederland werd afgelopen week ineens opgeschrikt door een officieel klinkende mededeling dat het kampeerterrein Tot Vrijheidsbezinning in Appelscha gesloten wordt en dat de jaarlijkse pinksterlanddagen niet door gaan. De mededeling blijkt een eenzijdige actie van het bestuur te zijn, waar een groot deel van de kampeerders langlopend bonje mee heeft.


De groep opstandige kampeerders heeft de problemen nooit aan de grote klok willen hangen, omdat ze vreesden daarmee alleen maar olie op het vuur te gooien. Ze dachten ook dat ze er uiteindelijk uit zouden komen, omdat ze zich constructief opstelden. Maar nu heeft ‘het bestuur’ de boel dermate laten escaleren dat ze wel wat moeten verklaren.

Ik heb met een aantal mensen gesproken die bereid waren om toe te lichten wat er aan de hand is.
Omdat nog onduidelijk was wie ook met naam en toenaam naar buiten wil treden, hier een korte samenvatting van hun uitspraken. Ik ben zelf geen partij, althans heb daar geen caravan. Maar kom er wel graag en regelmatig (Kees, van globalinfo.nl)

Er bestaat eigenlijk traditioneel al de nodige spanning tussen de ‘gebruikers’ van het kampeerterrein (merendeels mensen met een caravan) en ‘het bestuur’. Om een of andere reden is de camping geen vereniging, maar een stichting, met alle hiërarchische gevolgen van dien. Het bestuur bepaalt alles, met name hoe het geld besteed moet worden, en de gebruikers hebben niets te zeggen. Niet zo anarchistisch zou je zeggen. In de praktijk was het bestuur grotendeels slapend, en regelden de gebruikers van alles en verzetten al het werk op de camping.

De gebruikers hebben een zogenaamde ‘kampeerdersvergadering’ die regelmatig bij elkaar komt en waar iedereen die gebruik maakt van het terrein aan deel kan nemen. Ze vonden dat die meer te zeggen moest hebben, maar daar wilde het bestuur niets van weten. Ze legde, in tegendeel, stelselmatig verzoeken en besluiten van de kampeerdersvergadering naast zich neer.

Toen het bestuur niet bleek te willen tornen aan de beheerstructuur, is er nog een poging gedaan om een meer representatieve groep mensen in het bestuur te krijgen, maar ook dat liep spaak op weigering van vooral de meest actieve bestuurder, die zelf al lang niet meer in zijn caravan op het terrein verblijft. Hij beweerde dat er ‘geen mensen met capaciteit’ onder de kampeerders zouden zitten.

Twee jaar geleden is een deel van de kampeerders (onder de naam Van Onder Op) overgegaan tot een betaalstaking omdat ze dus niets gedaan kregen van dat bestuur.
De problemen verergerden toen dezelfde persoon in het bestuur de penningen van de camping en van de pinksterlanddagen beheerde, bovenop alle centen zat en niet eens een werkbudget voor de PL-dagen wilden toestaan, ondanks verzoeken daartoe van de kampeervergadering. Dat betekende dat je bij wijze van spreken voor de aanschaf van elk pakje spijkers eerst de goedkeuring van de betreffende bestuurder moest krijgen.

Het sta-geld dat anders aan de stichting afgedragen werd, werd voortaan op een aparte rekening gezet, met de bedoeling dat weer aan de camping te doen toekomen als de problemen opgelost zouden zijn. Afgelopen najaar leek dat ook te gaan lukken. Er werd een nieuw beheersstructuur bedacht, met bijbehorende statuten en op een vergadering waar alle partijen aan meededen werd daarover consensus bereikt. Dit alles met hulp van een mediator die bemiddelde. Maar uiteindelijk ging het bestuur toch weer dwarsliggen. Ze vonden dat de betaalweigeraars hun geld moesten geven voor er verder gepraat kon worden. Dat heeft tot de huidige dramatische besluiten geleid. Of zoals het in een van de nooit naar buiten gebrachte concept-persberichten staat:

“Het bestuur van de stichting die eigenaar is van de in 1933 opgerichte camping heeft gas en elektra op het terrein af laten sluiten. Ze dreigt een grote groep vaste kampeerders met ontruiming door een deurwaarder en wil dat de Pinksterlanddagen dit jaar niet plaats vinden. Dit ondanks een herhaaldelijk aanbod om het conflict – zoals anarchisten betaamt - onderling uit te praten.”

Het is niet zo dat alle gebruikers van het kampeerterrein de besluiten van de betaalweigeraars delen. Ongeveer de helft van de caravans is gaan betaalstaken. Maar een grote meerderheid vindt dat het bestuur nalatig is en zijn verplichtingen niet nakomt. Er zijn ook mensen die vinden dat een betaalstaking te ver gaat, maar wel de klachten van de betaalstakers delen. Verder zijn er mensen die om praktische redenen geen voorstander van een nieuwe structuur zijn omdat dat weer geld en werk kost. Maar over de met behulp van een mediator bedachte oplossing bestond aanvankelijk consensus.

De Van Onder Op groep heeft geen mededelingen naar buiten gebracht, omdat ze het netjes wilden spelen en geen olie op het vuur wilden gooien. Maar het bestuur heeft nu zelfs de camping gesloten en de gemeente verwittigd dat kamperen daar niet langer toegestaan is. Dat geldt dus ook voor de mensen die altijd wel keurig betaald hebben. Een deel van het bestuur is inmiddels opgestapt of is niet meer actief. Ook sommige caravanbezitters hebben hun boeltje gepakt omdat ze geen zin in het gedoe meer hadden..

De Van Onder Op-groep stelt ook dat de door het bestuur aangevoerde reden voor sluiting, namelijk dat de stichting failliet zou zijn, niet klopt. Er is - los van het geparkeerde weigergeld - nog financiële reserve voor minstens een jaar. Door nu elektra en water af te sluiten, ontstaat er ook onnodig schade aan het rioolstelsel die later weer gerepareerd moet worden.

De Van Onderop groep blijft optimistisch. Een concept-persverklaring (van jongstleden maart, toen ze nog dachten dat het met overleg opgelost kon worden) besluit met de woorden:

“Van Onder Op ziet in deze actie een laatste stuiptrekking van een autoritair bestuur en een ondemocratisch vehikel en gelooft in een goede afloop.
Ze hoopt wel dat de situatie niet verder escaleert, maar dat alle kampeerders elkaar snel kunnen treffen om samen constructief verder te werken aan die nieuwe structuur met als oogmerk de verantwoordelijkheid van het terrein te leggen bij de kampeervergadering. En dat ze dan snel weer aan de slag kunnen met het beheren van het terrein voor de anarchistische beweging.” (einde quote uit concept-persbericht).

Ze gaan er dus van uit dat de camping gewoon blijft functioneren en dat de Pinksterlanddagen in mei ook weer gewoon plaatsvinden. “Op 6 mei is er een klusweekend op de camping om alles gereed te maken voor het jaarlijkse pinksterfestival en we hopen dat daar veel mensen op af komen”.

Last week, the anarchist scene in the Netherlands was suddenly shocked by an official sounding announcement that the camp site off freedomreflection in Appelscha is being closed and that the annual Pentecostal days do not take place. The communication turns out to be a unilateral action of the board, with which a large proportion of campers have long-term bonuses.

Because it was still unclear who would like to make their name known, here is a brief summary of their statements. I am not a party myself, or at least I do not have a caravan there. But come there gladly and regularly (Kees, from globalinfo.nl)"

Traditionally, there is already a lot of tension between the 'users' of the campsite (mostly people with a caravan) and 'the management'. For some reason, the campsite is not an association, but a foundation, with all the hierarchical consequences that entails. The board decides everything, especially how the money is to be spent, and the users have nothing to say. Not so anarchistic, one would say. In practice, the management was largely dormant, and the users arranged everything and did all the work on the campsite.

The users have a so-called 'camper's meeting' that meets regularly and in which everyone who uses the site can participate. They thought it should have more to say, but the board didn't want to know anything about it. On the contrary, it systematically ignored the requests and decisions made by the meeting of the campers.

When it turned out that the board did not want to call into question the management structure, another attempt was made to get a more representative group of people into the board, but that too failed to materialise, especially the most active board member, who had not been staying in his caravan on the grounds for a long time. He claimed that there would be 'no people with capacity' under the campers.

wo years ago, part of the campers (under the name of Van Onder Op) went on a payment strike because they were not given anything by the board.
The problems worsened when the same person on the board managed the camping medals and the Pentecostal days, sat on top of all the money and did not even want to allow an operating budget for the PL days, despite requests to do so from the camping meeting. That meant that, in a manner of speaking, before buying every pack of nails, you first had to obtain the approval of the relevant member of the board.

the standing money that would otherwise have been paid to the foundation was henceforth placed on a separate account, with the intention of returning it to the campsite once the problems had been solved. Last autumn, the same thing seemed to be possible. A new management structure was devised, with the corresponding articles of association, and consensus was reached at a meeting in which all parties took part. All this with the help of a mediator who mediated. But in the end, the board got thwarted again. They felt that the payment refusers had to give their money before they could talk any further. This has led to the current dramatic decisions. Or as it says in one of the never published draft press releases:

"The board of the foundation that owns the campsite, founded in 1933, has had the gas and electricity on the site cut off. She threatens a large group of permanent campers with eviction by a bailiff and wants the Pentecostal days not to take place this year. This is despite a repeated offer to discuss the conflict among themselves, as benefits anarchists."

It is not the case that all users of the campsite share the decisions of the refusers. Approximately half of the caravans have gone on to perform payment tasks. However, a large majority believes that the board is negligent and fails to comply with its obligations. There are also people who think that a payment strike goes too far, but who do share the complaints of the payment strikers. There are also those who, for practical reasons, are not in favour of a new structure because that would cost money and work again. However, there was initially consensus on the solution devised with the help of a mediator.

The Van Onder Op groep did not make any announcements, because they wanted to play it neatly and not throw oil on the fire. But the board has now even closed the campsite and informed the municipality that camping is no longer allowed there. This also applies to the people who have always paid neatly. Part of the board has now resigned or is no longer active. Some caravan owners also took their pick because they no longer felt like the hassle...

The Van Onder Op group also states that the reason given by the board for the closure, namely that the foundation is said to be bankrupt, is incorrect. Apart from the parked refusal fee, there is still a financial reserve for at least one year. Closing electricity and water now also causes unnecessary damage to the sewerage system, which will have to be repaired later.

The Van Onderop group remains optimistic. A draft press statement (from last March, when they still thought it could be solved by consultation) concludes with the words:
"Van Onder Op sees in this action a final convulsion of an authoritarian government and an undemocratic vehicle and believes in a good outcome.
She hopes that the situation will not escalate any further, but that all campers will be able to meet each other quickly in order to work together constructively on this new structure with the aim of placing the responsibility of the terrain at the camping meeting. And that they can then quickly get back to work on managing the terrain for the anarchist movement. (end quote from draft press release).

They therefore assume that the campsite will continue to function as usual and that the Pentecostal days in May will take place as usual. "On May 6th there will be a job weekend at the campsite to prepare everything for the annual Pentecostal Festival and we hope that a lot of people will come for it".
