there where riot vans present at the start of the may 1st demo in amsterdam, as where the snatch teams.
Snatch teams where clearly vissible, making pictures and stuff, the vans where kept a bit out of sight, the view was blocked by a dönner shop. Before the demo got moving the snatch teams were allready pointing out targets.
something a comrad of mine overheard from the snatch teams.. ´we need about 4 more´
this can imply the cops had a quotum to meet, orders to arrest at least (turned out to be) 20 people.
This can not be prefented by following the rules set by the mayor, for the cops orders are orders and there to be followed.
The financial argument used by others (all those cops cost money and they will run out of it), is worthless if you ask me. Even if they did ran out of money, they will get it somewhere else than the pigs budget, likely from those area´s wich need it most. They can not make money if anarchist idea´s are the major mind set and lifestyle of people so they will try everything to stop that from happening. No matter how much it will cost them (and in the end us)
about blocs
Maybe a superise bloc can be usefull, not recognisable but present in the demo, ready to present themselfes and defend the protest(ers) when shit hits the van. An other possibility I got mentioned by old school squatters (80´s) is having a second force, a group wich can try to kettle a police line, making it more likely they´ll retreat and break up their formations. But these methods will only work with motivation and numbers.
I really like the idea of spreading the how next to the why. But keep in mind that without the why, people will not care about the how. How and why are bound together in my opinion.
